[WSBARP] Real property issue with Dept of Defense

Anyone have experience in negotiating an easement with the Department of Defense?  DOD has requested client sell portion of property and DOD will give client an easement back over the property for client to access his property.  Experience in legally compelling DOD to comply with terms of agreement, etc., is what I would like to know.
