[WSBARP] Landlord/Tenant - Evicting a prior boyfriend/girlfriend in sole possession of property

I have what could be a complicated landlord/tenant issue here that I am exploring.

I have a PC that owns a property that PC lived in with a boyfriend/girlfriend.  They broke up, owner partially moved out and is now living some distance away and has been for several months.  There is some informal tenancy (unwritten) where the ex has been sporadically paying rent.  Owner/PC now wants the ex-boyfriend out but he's not cooperating so far.  The ex-boyfriend claims that there are some improvements that he wants to be paid for before vacating.  Owner still has some personal property at the residence.

The details are sketchy as it was a short conversation, with a lengthier discussion to follow.

I will of course explore ownership of the property and also look into any possible community property claim.

Is there a reason why this would not be handled as any other eviction for non-payment of rent on a periodic tenancy?

I would appreciate any guidance / advice.
