[WSBARP] Short Plat Eliminates Otherwise Vested Right to Build A Boat Dock?

Assume residential house built on the Spokane River in the 1950s, which
abuts the river but no dock built.  In 2013, Spokane County adopts it's
Shoreline master program which is similar to many in the state.  Lots of
limitations on usage.  In particular, the 1950s house and parcel have the
vested right to build a boat dock on the river (subject to standard
conditions – size, location, etc.).



In 2017 the residential parcel is successfully short platted into two
parcels with one abutting the water (new parcel) and the old parcel with
the 1950s house no longer abutting the river.



Building department says in effect the 2017 short plat eliminated the
otherwise vested right (for both parcels) to build a boat dock on the
river.



What say you?
