[WSBARP] Legal Description zero range and numbered quarter section?

Please post a diagram that identifies in which quadrant the numbers are placed, 1 through four: and are they consistently applied in quarters and parts of quarters etc.?

Range OO is Range 1 West...I don't recall why they use 00
Quarter 42 is the Northwest Quarter of the Southeast Quarter
The "4" refers to the Quarter section; the "2" refers to the Quarter Quarter

I have a legal in a Treasurer's Deed that begins as follows:

Section 23 Township 22 Range 00 Quarter 42

Huh? Does anyone understand what Range 00 and Quarter 42 means?
