[WSBARP] Water District

Over 20 years ago the prior landowner without authorization tapped into the Alderwood Water District water even though the property was within the Cross Valley Water Districts boundary. Alderwood knew of this.  New owner (Client) seeks a building permit for a new house and needs a water availability letter from Alderwood.  Alderwood says NO you aren't in our District.  Its cost prohibitive to run water lines all the way to the more distant Cross Valley District area.  Any ideas on getting Alderwood to change their mind and consent.
