I don't have experience with KingCo's process, but it is ironic that the unreported decision of  Durland V. San Juan County came out yesterday, which discusses similar issues.

My clients bought a house and garage (built in 1988) in which the garage is 2 feet from the property line.  King County setback says it must be 10 feet. The 1988 building permit to construct the garage does not seem to have been signed off. The neighbor now objects.
