Thank you everybody for your help.  I do think the problem is one of competing claims to water in various areas.
I also intend to review Whatcom County v. Western Washington Growth Management Hearings Board to glean what I can from it.

I understand  wells have been restricted in some basins as a result of low in-stream flows.  Could that be what your client is referring to?
