[WSBARP] Sales/excise tax due

I have a client who builds and sells boat houses. He charges sales tax. No excuse Tac is assessed or paid .

A boat house is personal property.  It has a parcel number and is a "leasehold". If it is sold by a bill of sale so is sales tax or excise tax payable?
