[WSBARP] Horizontal Regimes Act Question

Certain provisions of the new act apply to all condos.  I believe one of those provisions is  the resale certificate.  Look at RCW 64.34.010.

I'm trying to determine whether a seller of a pre-1990 residential condo unit has to provide a resale certificate per RCW Ch. 64.400.  My recollection is generally no but that under certain circumstances, then yes.  Can anyone direct me to a good resource on this?
