[WSBARP] Eviction of Sub-Tenants

Hello Listmates,

Would appreciate your insight on the following scenario.

Elderly client entered into a rental agreement with a woman purporting to
run a non-profit meant to provide some sort of sober housing/transitional
housing for people. The tenant is named as the non-profit (has not
maintained its status) and personally. It now appears that the
woman/non-profit started cutting corners and has violated the number of
occupants that her program was allowed to house.

The woman does not live on the leased premises with the "subtenants".
Client has no contractual relationship with the occupants of the house.
The tenant/non-profit pays rent but the tenant collects fees from the
occupants who are part of the program.  The woman did not pay rent when
due, and the appropriate notice was issued according to the rental
agreement.  The tenant did not pay or vacate as required by the notice.

To properly evict and regain possession, must the "subtenants" of the
charity be issued their own notices in addition to the actual tenant who
signed the lease agreement. Any insight or recommendations on serving the
subtenants or would they fall under "all other occupants."

Has anyone had experience with evicting tenants of transitional housing?
Are there government agencies that must be notified such as DOC?
