[WSBARP] Nuisance Questions

Is there a local homeowners association that might be willing to use its powers to enter and clean up the property?   Also, NP probably violates the local government regulations/ordinances regarding blighted property.  I was working with a client (who had a good heart, but, sadly, was alcoholic) who the County was threatening to come on to his property to clean up/abate his garbage because it was attracting rats.  Have you tried the local city or county?

Hello, all,

 

I am trying to help a friend deal with a nuisance adjacent to their property.  Short summary of the history:

-Owner (O) of nuisance property (NP) abandoned property, stopped paying mortgage over 2 yrs ago.

-NP became inhabited by squatters

-Squatters appeared engaged in drug activity, also lots of crime (theft, etc.) against neighboring properties

-Lots (hundreds) of calls to police, featured on KING5 special report about drug nuisance properties, etc., but no action to correct the problem.

-House on NP burns to the ground, suspected arson.

-NP now site of lots of garbage and burned remnants of house and trailer.

 

The fire seemed to resolve the squatter problem, but the NP is an eyesore and source of pestilence from the garbage.  Neighboring properties are proving impossible to sell.

 

Questions are:

-Is this a Public Nuisance?  It looked like drug abatement before but that seems inapplicable now.

-Against whom to file?  O has disappeared with no address - reportedly homeless.  NP is in some stage of foreclosure, Bank of America is reportedly mortgage holder.

-What venue? NP is in Snohomish County.
