I do not believe you can accomplish your goal with a CPA.  I would do reciprocal Wills.  You could add a transfer on death deed from wife to husband to avoid a probate in the event the wife goes first.

 Has anyone prepared a community property agreement that provides if spouse passes her estate passes to the husband but if the husband dies his estate is probated and his estate is placed in a special needs trust for the spouse?
