Releasing the lien and settling debt are two different things.  The devil is in the details so the answer to your question as to the HOA later suing on the debt depends on the terms of their approval.  With a lender, it is all about the language in the short sale approval letter as to whether it is settling debt and releasing, or just releasing.

If unit is being transferred under a short sale and the HOA accepts less than total delinquencies in exchange for lien release, can HOA still pursue owner / seller for deficiency judgment?
