[WSBARP] HOA ?

I live in a development that has an active CCR and Board ( I will call  our board "ABC"). ABC has a property management company as our agent. The ABC board just relinquished control of our checking, savings and banking account for the entire development to the third party property management company, a board member stated "this is required under WA state law." I cannot find a law stating that the property management company must control ABC  checking and savings account. Is there such a statue? Also there is nothing in the CCR to that affect. Thank you.
