[WSBARP] HOA & CCR Question

Listmates,

 

Can an HOA enforce lifestyle issues (RCW 64.38 single family houses)?  Suppose homeowner grandmother has criminal grandchild living with her.  Nearly every time grandchild is out of jail and home the police get called to the house.  Neighbors are fearful and complaining.  Can the HOA fine homeowner for having unsavory guests/boarders?  Being a criminal is not a protected class.  Can the HOA proactively preserve the neighborhood from gang or any illegal activity?  Can HOA prohibit sex offenders from living in the neighborhood?  Can HOA prohibit visits by anyone with record of violent crime?
