[WSBARP] Off-topic referral

I have a client who just received a Notice and Order of Civil Penalty 
from the Puget Sound Clean Air Agency.   Suffice to say, he does not 
agree with it.  Does anyone have a referral to someone who is familiar 
with these types of matters that I can pass on to the client?  Client is 
in north Snohomish County.
