[WSBARP] covenants against sex offenders

I have a homeowners association where one owner is planning to move his father into his home.  The father is a convicted sex offender.  The Association wants to amend their CC&Rs to prohibit any sex offender from living within the neighborhood.  These CC&Rs allow an amendment with an affirmative vote of 51% of the owners.  I’m finding nothing is Washington prohibiting this.  Am I missing something?
