[WSBARP] Required expansion of Group B water system?

Is there any requirement under statutes or Dept of Health rules that a Group B water system (privately-owned public water system serving fewer than 15 connections) MUST allow a nearby property to connect to its system, if it has the capacity?
Alternatively, if an owner of property with a private well wants to decommission their own well and join a Group B that serves neighboring properties, can that be forced, or is it only a voluntary decision by the Group B owners whether to allow the connection?
I would think that it's voluntary only, but imagine the scenario where someone builds a house with a private well, then the well dries up. Is the only option drilling a new well if the Group B won't allow a new connection?
