[WSBARP] lien rights community assoc.

Client is a community water association.  Covenants were poorly written.
Association has been incorporated for years.
 
The covenants contain a general provision that the developer can enforce
covenants in law and equity .... etc.
 
Is there a generic statute which allows client to file liens for
nonpayment of assessments against lots in the platt, even though the
covenants never specifically provide for liens?  If not, can this problem
be cured by bylaws in corporation?
