[WSBARP] Fire Legal Coverage Issue

I have a client whose building was damaged by a fire from an adjoining
property in Snohomish County.  He needs to make a claim for damages as he
didn’t have insurance on his property at the time.  Claim was denied for
lack of “negligence” by other property’s insurance carrier.  I believe
this is covered by a fire legal coverage in the adjoining property’s
policy, but this is not my area of expertise.  I can be reached for off
