See RCW 64.34.308 (5)(b) for termination of developer control and
RCW64.34.360 that states once an assessment is made all units have to pay
it regardless of whether owned by developer or 3rd party.

Has anyone come across the problem where the developers of a condo project
won't reach the 75% of units sold to turn it over to a HOA there by
renting out units and not  having to pay homeowner dues?
