Was outdoor storage was permitted under the prior zoning?  Is so, this is
an existing non-conforming use.  That non-conforming use may continue but
not be expanded.  I am not familiar with the Des Moines code but it should
have a provision that defines non-conforming uses and under what
circumstances that use has been abandoned (typically a period of time
during which the non-conforming use has ceased).  Upon abandonment,
restarting the use would be a code violation.

Client just received notice that he does not qualify for a business
license to use his land for outdoor storage.  He has been using his land
for this purpose since 1993, however, the city rezoned the property
several years ago. There first notification that he wasn't in compliance
was four months ago.   Anyone have suggestions, comments or available to
discuss this with me?
