In Estate of Jones, 152 Wn.2d 1, 9, 93 P.3d 147 (2004), the
Washington State Supreme Court summarized the well-established law
as follows:<br>

“Superior court jurisdiction over nonintervention probate is
statutorily limited. In re Estate of Bobbitt, 60 Wash.App. 630,
632, 806 P.2d 254 (1991). As the court explained in Coates, once
the decedent dies, the personal representative applies for an
order of solvency, and the court has jurisdiction to grant or deny
the order. However, once an order of solvency is entered the court
loses jurisdiction. The court may regain jurisdiction only if the
executor or another person with statutorily conferred authority
invokes jurisdiction. Coates, 55 Wash.2d at 255–56, 347 P.2d 875
(citing In re Estate of Peabody, 169 Wash. 65, 13 P.2d 431
(1932)).”<br>
<br>
Under Washington state law, as summarized by the state supreme
court in Jones, a superior court loses jurisdiction over a probate
estate upon entering an order of solvency, and regains
jurisdiction only if a person with statutorily conferred authority
invokes jurisdiction. When a court lacks jurisdiction over an
estate, any order that it enters is void.<br>

John Sullivan's attached "Notice of Probate Case,"

removal such as, wrongfully<br>
neglecting the estate or neglecting to perform any acts as
personal representative. Therefore, at<br>
no such time shall the action go more than 12 months without
case activity or reporting to the<br>
Court."<br>

The second paragraph appears to me quite contrary to WA law,
and the cited statute, RCW 11.28.050, appears inapplicable.<br>

Is there some local court rule that supports this document's
claim that a PR with nonintervention powers must annually
file a report or something with the court?<br>

This notice appears to me to directly conflict with RCW
11.68.090(1) "Any personal representative acting under
nonintervention powers may ... administer and settle the
estate of the decedent without intervention of court."
(effective until 7/25/2021).<br>
<br>
And it appears explicitly contrary to the revised language,
effective 7/25/2021, of RCW 11.68.090(2)(a) "A personal
representative with nonintervention powers may act without
an order of the court and without notice to, direction from,
approval by, confirmation by, or intervention of any court."<br>
