No. In Washington, a Declaration of Completion under RCW 11.68.110 does not need to be notarized.
RCW 11.68.110 requires that the personal representative file a declaration stating that administration is complete and that notice be given to heirs, devisees, and beneficiaries. The statute does not require notarization.  However, if the document is drafted as a declaration, it should generally comply with Washington's unsworn declaration statute, RCW 9A.72.085, and be signed under penalty of perjury.
