[WSBAPT] Seeking legal assistance for elder guardian/conservator matter

Single, elderly person with dementia refusing services but clearly needs a guardian/conservator for both physical and financial assistance.  APS has declined to engage. There is a non-immediate family member willing to serve as guardian/conservator but has no idea where to begin.  Elderly person has significant assets, but relative has no current access to funds.

Would anyone be willing to consult with the relative and work out means for future pay?  King/Snohomish County preferable.
