[WSBAPT] Minor Beneficiaries & Small Estate Affidavit

Hello,
 
When dealing with a very small estate and minor beneficiaries, is a hearing always required for nonintervention powers or is there a way to get letters and an order signed appointing a GAL or other fiduciary without an initial hearing?
 
Trying to be cost conscious because it is a small estate but also worried a small estate affidavit would not work because not all debts are covered and we are not certain how much are the bank accounts but think it is under the 100K threshold. What are the consequences if the amount turns out to be greater than 100K?
