I generally do if I think it’s going to be open a lot longer than one year. But I don’t set it for hearing; I just file it. It's possible to get an order approving the various activities described in the report, but for routine probates I think that is just wasted expense.
If it is being litigated or otherwise highly contentious and the PR has to do something that is discretionary and potentially significant, I sometimes get an order for instructions from the court – but those are always special interim reports, basically filed as a motion requesting an order of approval, rather than an annual report.
