[WSBAPT] RCW 11.44.025 Who is required to appraise?

I have argued in arbitration/mediation that “appraise” takes many forms and is not always a certified RE appraisal.
This has been met with arguments that this statute requires an appraisal but then that would mean every personal and real property would need to have an appraisal which to me is a ridiculous argument.

Does anyone read this as requiring a certified real estate appraiser complete the appraisal or can a letter of opinion from a broker or real estate agent suffice?
