[WSBAPT] Does the state creditors claim statute apply to obligations owed to the federal government

We have an estate where the decedent took out a disaster loan from the SBA and after death we gave notice to the SBA of the death under the creditors claim statute the time for filing claims is now expired however we just received the letter from the SBA stating that the Washington creditors claim statute does not apply and they are not subject to the time limitations set forth in the statute I would appreciate any input  is the SBA is correct in claiming they are not subject to the creditors claim statute and therefore did not have to present their claim within the statutory period  thank you
