[WSBAPT] DSHS Letter for Beneficiary??

I think the PR has a duty to honor the lien if it's recorded properly. RCW
26.18.055 <https://app.leg.wa.gov/RCW/default.aspx?cite=26.18.055>. If the
PR confirms the lien is recorded, then it seems the only recourse dead-beat
dad would have is with DSHS. A nice CYA letter from the PR to the dead-beat
dad explaining the law could also serve as exhibit A to a response to a
demand letter from dead-beat dad's attorney (if he could find one).
