This RCW says notice of appointment must be given to those whose "names and addresses are known to him or her [with regard to the PR]..."
 
How does this work for heirs and beneficiaries, in which the PR does not know their addresses? Are they expected to hire someone to locate them, just to provide that notice or does this quoted provision allow for them to not need to mail notice?
