[WSBAPT] Estate Bank Account

I am able to do this via a Limited Power of Attorney document notarized in
the PR's country of residency. You should use a stateside bank that the PR
already has an account at, since they will have already fulfilled all the
requirements of the Patriot Act when then opened their personal account.
