You need to go to pay.gov and search "estate tax" in the search bar.  The first result will be to order and pay for an estate tax closing letter.  You must pay for the closing letter and it will be sent to the executor.

Does anyone have any advice for getting a transcript of a 706 return?

I have an estate where the CPA is trying to get the transcript using the Form 4506-T, which the IRS website says is the proper form to use to request a 706 transcript.

The IRS keeps responding that transcripts are not available for estate tax returns.

The CPA has asked me to ask around.
