I agree with Mark Anderson.  You will need to contact King County clerk but the last time I did this, an exemplified (not certified) copy of the Will was required by the county in which you are opening the probate.
If any real property is owned by the decedent, you publish the notice to creditors in the county of that property.  There is a 4 month window for any heir to petition to have venue changed but it is discretionary.

My understanding is that it can be started in a different county, so long as the original will is transferred from the county in which it was filed to the county in which you want to open probate.
