[WSBAPT] Referral for Department of Permitting and Environmental Review (DPER) and/or LUPA attorney

Looking to refer a close friend for what I understand to be a dispute between them and the King County Department of Permitting and Environmental Review (DPER) regarding improvements to their property, review of which have now been pending for over two years due to county actions which seem to be arbitrary and capricious.  Perhaps a LUPA?
