[WSBAPT] What changed at DSHS and why won't they negotiate recovery claims

All,

It used to be, in the Before Times, that I could negotiate with a revenue
agent at DSHS to reduce its estate recovery lien when the estate would be
insolvent if DSHS pursued the full amount of its claim.

Now, the revenue agents are telling me "we don't ever negotiate on the
amount claimed," and not entertaining any further discussion.

Did I just get lucky in the cases I had pre-pandemic? Or am I just
unlucky with the revenue agents assigned to my cases now?

Any insight or contact info for a DSHS employee who is willing to speak
with me about this would be greatly appreciated.
