[WSBAPT] Can a foreign heir be named as beneficiary of an IRA

Listmates:
Client has a child born in another country. Child is not a US citizen and
has never been to America. The client would like to name that child as the
beneficiary of his IRA. Is this allowed? What are the income tax
implications? One suggestion was to simply name the estate as beneficiary
and let the estate pay the income tax. Have any of you run into this
before.
