	I was intrigued by your Seattle Housing Authority dilemma.   I checked with a former head of the organization.  He reports: 

	"Sorry Tom, I Do not know the answer.  I don’t know what HUD regulations require in a case like this.  But I would think burrowing into HUD Section  eligibility regs would result in an answer.  That’s what SHA would be looking to.  Cheers”.
