[WSBAPT] In person service required?

Listmates,

I need to note a motion to appoint the successor personal representative
named in the Will because the first named personal representative is MIA
and will not respond to my calls/letters requesting they sign a declination
to act as PR.

Just confirming this requires personal service under the normal rules of
civil procedure correct? Since it's not a TEDRA, I believe I can't serve by
mail.
