[WSBAPT] Fishing Vessels, California Broker, Commercial Fishing Licenses

I'll check with my compadres on the WSAJ Maritime Listserve.  In the meantime, ....

Why is a CA attorney needed for the sale of an asset of a WA probate estate?  Is that because the licenses are ones issued by the state of California?  Is the vessel an undocumented vessel (as in - not registered with the Coast Guard)?
