The PR prepares the inventory and the Gal or any party can file an objection to whatever they think is inadequate, missing, mischaracterized, whatever.
Either party can then file a petition asking the court to resolve the disputed issues.
At least, that's what I have done over the years and it has worked for me.

In a probate where there is disagreement between GAL and PR over whether certain property should be categorized as community or separate of the decedent, what is the best way to proceed for a determination? a motion for instructions?
