[WSBAPT] out-of-country domiciled trustee of a Washington trust not complying with statutes

Greetings list mates,

I have a client who is the beneficiary under a Washington revocable trust. The trustee is not complying with state law, has not produced an annual statement, will not tell the beneficiary the current trust balance, and appears to have transferred properties and monies from the trust to another trust. The trustee will not tell my client why this new trust was formed, will not provide a copy, and will not disclose any information about the trusts to my client.

How can we judicially "reach" this trustee who now lives abroad and will not provide information that she is legally required to provide under Washington law? Does this need to go through federal court to reach somebody living outside of the US? The trustee is a US citizen as far as we are aware, although she may have changed that status. We do not know for sure.
