[WSBAPT] Bill for Healthcare Services for Decedent in Turkey? (Probate)

Does anyone dealt with a situation where a decedent received emergency medical services in Turkey shortly before their death?  We represent a PR in an estate where the PR is receiving threatening emails from a representative of a hospital in Turkey demanding payment.  I was under the impression that emergency healthcare for foreigners in Turkey was free under Prime Minister's Circular No. 2010/16.

My inclination is to send the hospital Notice to Creditors as we would any other potential creditor, but I don't know what I don't know here.  Anyone have any further knowledge on whether there's a treaty or something else at play here?
