[WSBAPT] RCW 11.11.020(4) & Uncooperative Financial Institution

(C)lient is the PR of (D)ecedent's estate. D appointed C as beneficiary of
his Fidelity brokerage account but listed other people in his Will as
specific beneficiaries on this same account. Under RCW 11.11.020(4), the
later-in-time designation holds, but Fidelity will not tell us the date on
which D designated the beneficiaries on his account without an order from
the court, despite C being both PR *and* the named beneficiary. I'm trying
to do this in as low an impact manner as possible (though I'm not sure why
because C is happy to pay for my time, but probably because I value
efficiency in my work?), but I can't find anything in RCW 11.120 or any
other body of law that provides clarity in guaranteeing C's right to
receive this information. Is there any other method available to us other
than just going to court to get this information?
