[WSBAPT] What is the least expensive way for grandmother to transfer deceased son's assets to minor children (estate insolvent)

I’m trying my question again, in a more brief format.
 
What is the easiest, least expensive way for a grandmother to transfer  
her deceased son's assets to her minor grandchildren (estate  
insolvent, huge credit card debt & extremely modest assets). Death 3  
months ago.
 
The two grandchildren live with their bio mother (parents divorced.)
 
Is a probate required?  Assets are 2K checking account, $4K IRA, and  
$15K life insurance policy. No beneficiary(ies) named on any of the  
assets.
 
Is probate required?  Or, how to avoid?
