If decedent delivered to giftee the signed document, he completed the gift before he died.  At least that is the general rule.

Colleagues,

I apologize if this question has been asked.  I have a situation where the decedent executed a report of sale to his son before passing but the report was not filed before the decedent’s death.  When is the transfer effective?  Upon the signing of the report of sale, or upon filing it with the DOL?  The decedent gifted a motorcycle to his son and was in the process of preparing a will but did not finish or execute the will before he passed (so the estate will be administered as an intestate estate).
