[WSBAPT] Alternative to Waiting for Copy of Probated Will from King County

Anyone have any suggestions for an alternative to waiting for King County to get a copy of a probated Will from back in 1991?  We have sent a request to King County who responded that the record is not available and that the county has requested it from the state.  That was one and a half months ago.  Our passive aggressive follow-ups have been ignored.  Accordingly, if anyone can suggest something else we should try, I'm all ears.
