[WSBAPT] Transfer minor guardianship

Looking for advice from listmates who handle more minor guardianships than I
do. PC is aunt to 4 minor children and wants to become their guardian. Her
sister lost/gave up custody a few years ago, and is purportedly totally on
board with PC becoming guardian. The minors live in Arizona with another
aunt (PC's sister) who was appointed their guardian in Colorado and never
transferred the matter to AZ. The current guardian is now gravely ill and
cannot care for them. She also is on board with the change. PC reports that
the health situation is emergent and she wants to relocate the kids ASAP.
Do I petition to transfer from CO and simultaneously petition for
appointment of successor guardian? Do I file a petition for emergency
guardianship with the idea that a petition for permanent guardianship will
be filed as soon as time allows? Is there any reason she shouldn't go get
the kids immediately? I also thought of having custodial aunt/guardian sign
a parental POA. Any and all thoughts appreciated.
