[WSBAPT] Notice to heir with Agent under POA

Hello -

If you have an heir and you confirm that heir has a currently acting agent (jail or marginal intelligence but voluntary POA was signed) which allows the agent to be involved in court matters, do you think notice to heirs under the WA probate statutes should be served on heir or agent (or both?)
