[WSBAPT] Notice to creditors outside probate

All,

I have a case where a Trust distributes all the decedent's property, so probate is not needed. Client still wants to do a notice to creditors, and I see RCW 11.42.020 allows us to do so outside of probate. However, my question is, practically speaking, how to get that filed with court? Is it filed under an estate or maybe a TEDRA cause number? Should I just ask the particular court for their process (It would be in Skagit County Superior Court)?
